Vikram Dev Dutt is undoubtedly one of the most trustworthy and seasoned officers India has ever had in the Indian Administrative Service (IAS). He maintains a strong reputation due to his leadership in high-profile government organizations. The 1993 IAS batch officer of the AGMUT (Arunachal Pradesh–Goa–Mizoram & Union Territories) cadre, he has a brilliant career in public service with several contributions in defence, aviation, tourism, labour, finance, and home affairs. Now, he is the Secretary of the Ministry of Coal in the Indian government and is the key person in shaping the coal and energy sector of the country by 2025.

Early Life and Education

Vikram Dev Dutt was born in the Andaman & Nicobar Islands on 17 September 1969, and his early life in a remote area with very limited facilities made him acutely aware of the issues of local administration. Initially, he took up engineering in his academic career, but later he got a B.Tech in Electronics and then a Post-Graduate Diploma in Business Administration from IMT Ghaziabad. The combination of technical and business education helped him refine his problem-solving skills, which later became instrumental in his public administration career.

With an inclination towards public service that drove him, he decided to take the UPSC Civil Services Examination, and passing it at just 23 years was his great achievement. He joined the IAS on 4 September 1993, which marks the start of a long and remarkable career.

Vikram Dev Dutt began his field career as Assistant Commissioner in the Andaman & Nicobar Islands (1995–1996).
