Ira Singhal was born on 31 August 1983 in Meerut, Uttar Pradesh. Although at the diagnosis of scoliosis, which also puts a limit on arm movement, she did not allow that to determine her future.
She finished out her time in school at Army Public School (Dhaula Kuan) and also at other institutions. Also, she went on to get a B.E. in Computer Engineering from Netaji Subhas Institute of Technology (which is now known as Netaji Subhas University of Technology). Also,o she did a dual MBA (Marketing Finance) from the Faculty of Management Studies at the University of Delhi (FMS Delhi).

In 2010, Ira took the civil services exam, which she did not pass. For the next few attempts, she put in the effort, but was defeated by her physical disability, which played a role.
All India topper (AIR) 1, which also sees her break into the record books as the first disabled woman to do so in the UPSC Civil Services Exam.
Her performance breakdown: Total 1082 out of 2025 marks, also had the option for Geography, which I scored 305 in, and did very well in the interview.
Following her success which she had, she joined the 2015 batch of the Indian Administrative Service (IAS) in the AGMUT cadre (Arunachal Pradesh, Goa, Mizoram Union Territories).

As of 2025, Ira Singhal is single. She has a father named Rajendra Singhal and a mother named Anita Singhal.

Ira faced challenges in her path to IAS -- after she was selected for IRS (Indian Revenue Service), she was turned do, which was a result of her disability. She took legal action, did not give up, and in the end secured her place.
Over the years, she has played out many key roles. As of 2025, it is reported that she is the Deputy Secretary at the Department of School Education and Literacy, which is a part of the Ministry of Education, Government of India. In the past, she was Special Secretary (Education) in Arunachal Pradesh and Secretary (Health Family Welfare) in Itanagar, which were within her cadre.
